It is the institution of high culture, an autonomous section, deputed to the constitution of the United States of Europe; its Statute was signed by personalities and organisations that support the founding values of Europe and constitutes the reference body for the United States of Europe.
As early as 1995, during the international conference organised in Naples by the United States of the World, an Appeal was launched to European countries and institutions for the birth of the United States of Europe: with a common and shared foreign, economic and defence policy. Many initiatives were carried out in collaboration with organisations and institutions in various European countries, especially to educate the younger generations to a common European sentiment, recovering the teachings of the greats of the past: from Victor Hugo to Benedetto Croce, from Francesco Gabrieli to Luigi Einaudi.
